Established in 2016, Water Street Public Affairs provides strategic counsel and representation for clients before the Washington State Legislature and executive agencies. Water Street takes its name from the corner of Sid Snyder Avenue and Water Street, at the heart of Washington's Capitol Campus.

Isaac Kastama, Principal Lobbyist

Before founding Water Street, Isaac Kastama served as Director of Government Affairs for a statewide business organization and led statehouse advocacy campaigns for a longstanding lobbying firm. Today, his practice spans financial services, technology, energy and utilities, health care, manufacturing, housing, and natural resources. He has contributed to landmark Washington policies, including the Clean Energy Transformation Act, Clean Fuels Standard, and Climate Commitment Act, and continues to advise clients on implementation. He has built legislative coalitions and directed and guided competitive issue campaigns and political committees. Isaac works fluently across both the legislative process and electoral politics.
